In early 2009, the American Recovery and Reinvestment Act, (ARRA), also referred to as the Federal Stimulus Plan or Recovery Act (the "Act"), was enacted by Congress and signed into law by President Barack Obama on February 17, 2009. It is the objective of the Act to save and create three to four million jobs, primarily in the private sector over the next two years through federal spending on such programs as education, housing, transportation, health care, and renewable energy, as well as other areas, by investing in products and services that will put Americans to work, improve infrastructure and allow for enhanced or continued research.

Because of this unprecedented investment of public funds in private industry, the Act requires an environment that will foster greater accountability and transparency in the use of such funds. The purpose of the government's Web site, http://www.recovery.gov/ is the transparency of funds. Webinar Training Materials are available for additional information on ARRA funding guidance and requirements. Information can also be found on the state's website, ARRA website, ALSDE.
