The Department of Special Programs  of the Division of Curriculum and Instruction of the Mobile County Public School System perceives its mission as a vehicle that promotes opportunities for students served under the mandates of the Individuals with Disabilities Education Act (IDEA/Special Education), Gifted, English as a second language (ESL) and/or English language learners (ELL),   Migrant Education and Section 504 to achieve their maximum individuality by becoming participants and productive members in society.  The Special Program Department's role is to provide supportive leadership to parents, local school administrators and teachers in their efforts to ensure a free and appropriate public education to all students.  Hospital/Homebound Services and Psychological Services are  under the supervision of the Executive Director of Special Programs.
